Energy Code Compliance

Pennsylvania is now enforcing the 2015 International Residential Code (IRC) and 2015 International Energy Conservation Code (IECC) for residential new construction projects up to 3-stories in height.

New Jersey recently adopted the 2018 versions.

The PA codes require that buildings pass duct leakage and envelope leakage (blower door) tests.  The NJ codes require a duct leakage test.

They both also require continuously operating mechanical ventilation systems.

Note:  Multifamily projects that are 4+ stories must comply with the 2015 International Building Code (IBC), except in Philadelphia, where the 2018 IBC has been adopted.  These codes do not include mandatory testing.
